The Department of Commerce will initiate an anti-dumping (AD) and countervailing duty (CVD) investigation on imports of certain pneumatic OTR tires from China and India. The DOC will also conduct a CVD investigation of certain pneumatic OTR tires from Sri Lanka.
The investigations follow petitions from the USW and Titan International to the U.S. International Trade Commission (ITC) and Department of Commerce for relief from imported OTR tires produced in China, India and Sri Lanka.
The petitions allege that imports from China and India are being dumped in the U.S. market in violation of international trade agreements. Additionally, the petitions allege that imports from all three countries are benefiting from improper government subsidies. As a result, “the imports are causing material injury to the domestic OTR industry and its workers,” the USW said.
The ITC is scheduled to make a preliminary injury determination on or before Feb. 22. If the ITC determines these imports materially injure, or threaten material injury to, the domestic off-road tire industry, the investigations will continue and CVD determinations will be made in April and AD determinations will be made in June.
